For the second consecutive Olympic Games, Russia will be competing under a different name. The country was known as the Olympic Athletes from Russia (OAR) during the 2018 Pyeongchang Winter Games and for the 2021 Tokyo Games, they are known as the ROC.
Why isn’t Russia allowed to compete under its country name and flag? It all stems from a doping scandal that has marred the country since 2015 and resulted in a ban from Olympic competitions.
Here’s everything you need to know about the ROC, including why Russian athletes are still allowed to compete during the Olympics despite the country being banned.

What does ROC stand for?
ROC stands for “Russian Olympic Committee.” Russian athletes will be competing under this flag and designation during the 2021 Tokyo Olympics and the 2022 Beijing Olympics.
Why athletes aren’t competing under the Russian flag
Athletes aren’t competing under the Russian flag because of a punishment handed down by the World Anti-Doping Agency (WADA). Originally, Russia had been suspended for four years of Olympic action, but in late 2020, that punishment was reduced to two years.
During that two-year period, athletes that weren’t involved in the Russian doping scandal are still able to compete in Olympic competition. That’s why there are 335 Russians competing in the 2021 Olympics. However, they have to do it as neutrals.
As a result, they aren’t competing under the flag nor will the Russian national anthem play during the Olympics. They will, however, wear uniforms that incorporate the colors of the country’s flag, much to the dismay of WADA.
“We at WADA remain disappointed that [the Court of Arbitration for Sport] has decreased the level of the sanctions from four years to two years and that CAS allows them to compete Russian athletes with the colors of the flag in the uniforms,” WADA President Witold Bańka said, per USA TODAY Sports.

Timeline of Russia’s doping ban
The Russian doping ban stemmed from a 2015 independent commission organized by WADA. It was led by the agency’s former president, Dick Pound, and revealed Russia had been running and endorsing a doping program. This was backed up in 2016 after whistleblower Dr. Grigory Rodchenkov told the New York Times about how Russia’s state-run doping helped them to perform well at the 2014 Sochi Olympics.
A July 2016 investigation by WADA confirmed “beyond a reasonable doubt” that the Russian Anti-Doping Agency (RUSADA) had worked with other state agencies to cover up positive tests.
WADA recommended that Russia be banned from the 2016 Rio Olympics, but the IOC rejected the recommendation. Instead, CAS arbitrators decided which athletes would and wouldn’t participate in the Games. As a result, 278 Russian athletes were cleared while 111 were removed.
In December of 2017, the IOC announced that Russia was banned from the 2018 Pyeongchang Olympics. However, their athletes were allowed to compete as neutrals under the Olympic Athlete from Russia (OAR) flag during the 2018 Winter Olympics.
RUSADA faced another suspension from WADA after inconsistencies in anti-doping data were discovered during a 2019 investigation. WADA president Sir Craig Reedie explained the decision to enforce the four-year ban that came due to data manipulation by RUSADA.
“For too long, Russian doping has detracted from clean sport. The blatant breach by the Russian authorities of Rusada’s reinstatement conditions demanded a robust response. That is exactly what has been delivered,” Reedie said, per BBC.
“Russia was afforded every opportunity to get its house in order and rejoin the global anti-doping community for the good of its athletes and of the integrity of sport, but it chose instead to continue in its stance of deception and denial.”
Russia appealed the suspension and saw it reduced to two years. Still, during the 2021 and 2022 Olympics, it will compete under the ROC flag because of the ban.
Here’s What to Know About the ROC and Why Russia Can’t Compete At the Tokyo Olympics

Those tuning into the Tokyo Olympics may have noticed that Russian athletes are competing under the flag of the ROC, or Russian Olympic Committee, rather than their native country. That’s because the 335 Russian athletes participating in this year’s Summer Games are considered “neutrals” due to the fact that Russia is currently banned from the Olympics.
In 2019, the World Anti-Doping Agency banned Russia from all international sporting competitions, including the Olympics, for four years over a doping scandal. The punishment was cut in half to two years by the Court of Arbitration for Sport following a 2020 appeal and now ends in December 2022. But at this year’s Olympics, Russia still can’t be represented as a country.
This led to the creation of the ROC, a workaround for Russian athletes who have proven they weren’t connected to the doping scandal to still be able to compete in Tokyo.
How does the ROC work?
While the Russian athletes in Tokyo are still wearing the Russian colors of white, blue and red, under the International Olympic Committee’s (IOC) rules, they’re prohibited from displays of national representation in any form.
“All public displays of the organization’s participant name should use the acronym ‘ROC,’ not the full name ‘Russian Olympic Committee,’” the IOC rules state.
This means that instead of the Russian flag, the ROC is represented by a flag featuring an Olympic flame in Russian colors above the five Olympic rings. If a ROC athlete or team wins gold, as the men’s artistic gymnastics team did on Monday, Pyotr Tchaikovsky’s “Piano Concerto No. 1” plays instead of the Russian national anthem. The ROC is currently in the top five on the medal board.
Why is Russia banned from the Olympics?
The World Anti-Doping Agency’s ban on Russia was put in place after investigators found that Russia had tampered with drug-testing data in order to cover up state-sponsored doping programs that involved over 1,000 athletes.
“The Panel has clearly upheld our findings that the Russian authorities brazenly and illegally manipulated the Moscow Laboratory data in an effort to cover up an institutionalized doping scheme,” World Anti-Doping Agency President Witold Bańka said in a statement following the Court of Arbitration for Sport’s 2020 ruling on the case. “In the face of continual resistance and denial from Russia, we clearly proved our case, in accordance with due process.”
Russia also can’t be represented as a country at the 2022 World Cup or the 2022 Winter Olympics, which are set to take place before the ban is lifted in December 2022.

The 2020 Tokyo Olympics are well under way with some sensational performances already in the pool, off the diving board and on the skatepark.
And while we all love to play guess the country’s flag, one in particular is conspicuous by its absence.
What country is ROC in the Olympics?
Russia is banned from the Olympics but is competing under another name at the Tokyo Games.
It is the latest fallout from the Games’ longest-running doping saga. ROC stands for Russian Olympic Committee, and Russian athletes are allowed to represent the committee, even though they can’t represent their own country.
Olympic rules require that the acronym ROC be used instead of the full name.
The new rules — an evolution of the “OAR” restrictions used at the 2018 Winter Olympics — are a confusing patchwork of dos and don’ts.
Russian red, white and blue on uniforms are fine — the blocks of color on the official tracksuits form one big flag — but not the word “Russia,” the flag itself or other national symbols. The artistic swimming team said it’s been blocked from wearing costumes with a drawing of a bear.
Official Olympic paperwork and TV graphics will attribute Russian results to “ROC” but won’t spell out the Russian Olympic Committee’s name in full. Gold medalists will get music by Russian composer Tchaikovsky instead of the country’s national anthem.

Despite the name change, Russia will have a nearly full team at the Olympics after sending depleted squads to the 2016 Rio de Janeiro Olympics and the 2018 Pyeongchang Winter Games.
This time, only track and field and weightlifting will impose limits on Russian squad size. They are the two sports with the largest numbers of doping cases — from Russia and elsewhere — in recent Olympics. Russian officials have selected a 10-person track team that includes three world champions.

Why is Russia banned from the Olympics?
The latest rules on Russia’s name and image were set last year by the Court of Arbitration for Sport in a ruling that satisfied almost nobody.
As so often with Russia, the sanctions aren’t as much about doping as about the cover-up.
Just when Russia was patching up relations with the World Anti-Doping Agency in 2019 by allowing it access to the Moscow anti-doping lab’s files, Wada investigators spotted strange anomalies in the data. Evidence had been deleted and spurious information added, including fake messages designed to tarnish the name of Wada’s star witness, former lab director Grigory Rodchenkov.
Wada said the edits were made while the lab was sealed off by a Russian law enforcement body. Russia denied wrongdoing.

How are ROC doing at Tokyo?
Not too bad, for a non-country of 144.4 million.
As of the time of publishing athletes representing ROC had won eight medals. Vitalina Batsarashkina set a new Olympic record on her way to winning a gold medal in the women’s 10m Air Pistol on Sunday while Anastasiia Galashina won silver in the women’s 10m Air Rifle.
Inna Deriglazova and Larisa Korobeynikova collected a silver and bronze medal respectively in fencing while Tatiana Minina won a silver medal in Taekwondo.
The women’s team medalled in archery, another silver, while the men’s synchronised divers won bronze.
Mikhail Artamonov also won bronze in the men’s Taekwondo.

Why your domicile status is important Your UK residence status is assessed using the statutory residence test. While your residence status – ie where you live - is assessed every year, your domicile status is assessed over your lifetime. Your domicile of origin generally comes from your parents and if your parents were not married, then it is decided by your father.
